Mega Development Framework


There are Six Clusters to successfully plan and manage a Mega Development; which constitute integrated and comprehensive framework that would endorse the development to be an added value to the urban world..

These clusters have interrelations and dependencies that require proper setting and effective business processing guidelines and workflow to assure the smooth transactions and deliveries..

Also, these clusters are immortal at the development level that will continue to function throughout the life span of the development.. They would dissolve into others whenever the development is merged with another..

Land Bank; which include all and various tenure, legal and litigation procedures of the development; from the brown land acquisition till the disputes among landlords and tenants.. This also will ideally include valuation; value monitoring and economic analysis of land and properties.. The Land Bank will correspond to the official bylaws and regulations related to taxation, stamp duty and document maintenance of the development..


Urban Regulatory; which will set the urban guidelines of the building activities and compliances to architectural, engineering and technical compliances.. This includes not only verification to adhere to approved design and construction codes, but also creditability of the delivery contractors.. Health, Safety and Environmental compliances are genuine elements of the considerations.. The urban Regulatory should have been delegated and authorized by the Urban Authority to perform within their jurisdiction.. Always, there are bilateral communications and negotiations with the other civic authorities and utilities providers to assure the implementation of the urban goals of healthy habitat..

Public Facilities; despite how this cluster is important to create the livable development, yet, no much attention is given due to the fact that it is a cost center rather is a profit driven endeavor.. The Public Facilities are the necessary urban essentials and accessories that a community will not be happy without.. This includes all publicly available for all, and usually without fees to use.. Such as; parks, playground, toilets, street furniture, etc..

Infrastructure Networks; which the urban development will not function without.. It is the civic utilities including Dry Utilities (power, gas, street lights, traffic lights, ICT, roads and pavements), Wet Utilities (potable water, storm drainage, sewerage, firefighting, irrigation and ponds) and associated Plants; such as STP, Water Tanks, Substations, POPs, etc..

Community Management is the seeds of the democratic practice based on equal, sufficient and just rights and contributions.. This is where residences and members of the community will learn, practice and upgrade their commitments and cordially contribute to each other.. No Community will survive only by regulations and bylaws.. Therefore, Charities and Social activities will mark the prosperous habitats and sustain their progress.. Town Halls are the venues of the democratic practice, as well as the Community Offices within Law Enforcement, Welfare and Civic Departments.. Despite how tiny the Community Management is usually is in urban development, yet the Urban Authority should encourage the correct and sustainable structure of it to play their hidden role..

Facilities Management is the endeavor to sustain the value of the built and urban assets; which is only achieved by verifying adequacy of installations, programmed maintenance of equipment, and preserve specifications of hygiene, healthy, safety and environmental thresholds.. Facilities Management is growing fast as the economical impact became more recognized; while the concerns about habitat quality had risen a lot.. There are many schools that work hard to define the full spectrum of FM and engage this industry in all applications of development life cycles..
