Monitoring & Evaluation M&E

 It is relatively new methodology; and growing fast to beat PMO in Public Service sector

Monitoring and Evaluation (M&E) is used to assess the performance of projects, institutions and programs set up by governments, international organizations and NGOs. Its goal is to improve current and future management of outputs, outcomes and impact. Monitoring is a continuous assessment of programs based on early detailed information on the progress or delay of the ongoing assessed activities. An evaluation is an examination concerning the relevance, effectiveness, efficiency and impact of activities in the light of specified objectives. 

Monitoring and evaluation processes can be managed by the donors financing the assessed activities, by an independent branch of the implementing organization, by the project managers or implementing team themselves and/or by a private company. The credibility and objectivity of monitoring and evaluation reports depend very much on the independence of the evaluators. Their expertise and independence is of major importance for the process to be successful.

Many international organizations such as the United Nations, USAID, the World Bank group and the Organization of American States have been utilizing this process for many years. The process is also growing in popularity in the developing countries where the governments have created their own national M&E systems to assess the development projects, the resource management and the government activities or administration. The developed countries are using this process to assess their own development and cooperation agencies.

تُستخدم المتابعة والتقييم لتقييم أداء المشاريع والمؤسسات والبرامج التي أنشأتها الحكومات والمنظمات الدولية والمنظمات غير الحكومية.

هدفها هو تحسين الإدارة الحالية والمستقبلية للنواتج والنتائج والأثر.

المتابعة أو الرصد هو تقييم مستمر للبرامج على أساس المعلومات التفصيلية المبكرة حول التقدم أو التأخير في الأنشطة التي يتم تقييمها الجارية.

التقييم هو فحص يتعلق بأهمية وفعالية وكفاءة وتأثير الأنشطة في ضوء الأهداف المحددة.

يمكن إدارة عمليات المراقبة والتقييم من قبل الجهات المانحة التي تمول الأنشطة المقيمة ، من قبل فرع مستقل من المنظمة المنفذة ، من قبل مديري المشروع أو فريق التنفيذ أنفسهم و / أو من قبل شركة خاصة. تعتمد مصداقية وموضوعية تقارير الرصد والتقييم إلى حد كبير على استقلالية المقيّمين. إن خبرتهم واستقلالهم لهما أهمية كبيرة لنجاح العملية.

العديد من المنظمات الدولية مثل الأمم المتحدة والوكالة الأمريكية للتنمية الدولية ومجموعة البنك الدولي ومنظمة الدول الأمريكية تستخدم هذه العملية لسنوات عديدة. كما تزداد شعبية هذه العملية في البلدان النامية حيث أنشأت الحكومات أنظمة الرصد والتقييم الوطنية الخاصة بها لتقييم مشاريع التنمية وإدارة الموارد والأنشطة الحكومية أو الإدارة. تستخدم البلدان المتقدمة هذه العملية لتقييم وكالات التنمية والتعاون الخاصة بها.
