I doubt that most of the urban planners can justify why this London-downtown road, High Street; has the same ROW throughout 212 years; without change..
During this period of time, and much more since was actually constructed, mobility technologies and modes had changed a lot. Also, populations had many folds. Most of the surrounding buildings had the same functions. Yet, there is no demand of reason to examine the ROW capacity.
Management of Cities is a futuristic endeavor, which is great failure across many countries. Either the Codes are ambiguous and short-sighted; or the managers are inefficient and unskillful. Maybe syllabus of Town Planning should change.
