Specific Role vs Multirole Competencies in OCC Operations
In railway operations, all train movements are controlled from the Operation Control Room (OCC). Traditionally, controllers are assigned specific roles:
Traffic Controller - Responsible for train movements on the mainline, train alarms monitoring, PSD control, etc
Depot Controller - Responsible for train movements in the depot, train alarms monitoring, etc
Power Controller - Responsible for power control, PSCADA alarm monitoring, etc
Station Controller - Responsible for station monitoring, BSCADA alarm monitoring, etc
Engineering Controller - Responsible for fault reporting.
Communication Controller - Responsible for announcements to passengers.
With specific roles, the benefits are clear. Controllers can focus on their tasks, improve expertise and reduce human errors during degraded or emergency events.
✅ Specialisation - Deep knowledge in one area improves efficiency and decision making.
✅ Accountability - Easier to track responsibilities during incidents.
✅ Training efficiency - Role specific training is faster and more effective.
However, specific roles have limitations:
❌ Limited flexibility - Covering for absent staff is difficult.
❌ Higher staffing requirement - More personnel needed to cover all roles.
❌ Narrow exposure - Controllers may lack understanding of other roles, slowing decisions in unusual situations.
In contrast, multirole competencies allow controllers to perform multiple tasks across different workstations.
✅ Flexibility - Easier to cover gaps in staffing.
✅ Cross functional understanding - Controllers can respond better in complex or unexpected scenarios.
✅ Potential cost saving - Fewer staff may be required.
But multirole competencies also bring challenges.
❌ Training demand - Longer and more complex training needed.
❌ Risk of overload - Managing multiple roles can lead to fatigue and errors.
❌ Reduced specialisation - Controllers may not reach the same level of expertise as in single roles.

So, the choice is not simple. Is it better to have specialists focusing deeply or multirole controllers ready to adapt? What would you prefer if you were managing an OCC?
