In his book Problem Definition in Policy Analysis, David Dery argues that problem definition is not merely a procedural step, but a cognitive framework that shapes the course of action. Problems are often reduced to a gap between “what is” and “what ought to be,” but this approach risks leading to superficial solutions that fail to address the fundamental roots of the problem.
Take, for example, a city struggling with severe traffic congestion—is the problem simply a “lack of roads”? Or is it actually a result of the need for more integrated land-use planning, poor coordination of public transportation, and unsustainable mobility behaviors?
