The Heritage Framework

Basically, the world heritage is property of the Humanity.. 

This does not deprive or exclude the national interests, but jointly celebrate the story of Mankind legacy and civilizations..

Many countries, governments and local agencies are trapped in the limited perception that the heritage is only their own; which they have the full authority to preserve or even to destroy..!

To explain the illustration further..
National Committee of "Independent Experts" will list both monuments and properties that have significance and exception merits.. This National Inscription shall be ruled by local or national interests; which has different criteria than the international one.. Obviously, Government Agencies shall influence most of the national inscription-decisions to satisfy Public, Political or Bureaucratic interests.. This is the National List..

On the Hand; the World Inscription is only ruled by Charters and Protocols that were approved by International Committees; that are funded by UNESCO.. This is the World List..

The process will Call the National Committee to properly nominate monuments and properties from the National List to the World List.. Then, a group of "International Experts" will examine the nomination, and the compliance to the international criteria.. Once accepted, the Group will Report to the International Committee to approve and recognize in the World Heritage List..

It is not a matter of how ugly or elegant the monument is, but as per the definitions and regulations within the 36 Charters, Declarations and Notes; a Monument would be Worldly recognized..

Now, every country should set the process and measures to 

• Name its Independent Experts.. 
• Define its Bylaws & Regulations.. and 
• Adopt the Inscription Procedures..

Many countries had repeatedly lost the chances to gain recognition of their monuments.. Many monuments are disqualified as well, which threaten them by deterioration and destruction too.. 

for the Tangible Heritage; there are 1120 sites and monuments are registered in WHL; 870 are cultural properties, 230 are natural sites.. and 40 are cultural & natural mixed.. Around 50 are subject to be unlisted, unless governments take actions to mitigate physical risks and enhance operations and security..  

Most countries are short to comprehend philosophy, objectives and procedures to inscribe its Tangible Heritage.. Non-compliance of the criteria would endanger both properties and sites; and probably results to be unlisted.. There are compliance requirements that Government Agencies should adopt:

• The well-Organized Administration
• The Sustainability of Museology and Tourism
• The Adaption of SDG Framework, and
• The Support Services of Monuments and Sites
