Governance

Watermelon Project

As organizations grow, senior leadership inevitably asks for more aggregated reporting; there is too much going on for them to know all the details. A popular version of this reporting is the stoplight: red, yellow, green. But when you reduce complex efforts into a single color, there can be a shocking loss of fidelity.

A member of my team recently introduced me to a new concept: the “Watermelon Project.” These are projects on your dashboard that are green on the outside while being red on the inside. (Some online definitions call them “red and bleeding” on the inside, for what it’s worth.) He didn’t invent the term, but I found the concept fascinating, and it resonated with my experiences. Let us examine why the phenomenon exists at all, and then some examples of types of watermelons.

Boiling it down to a color. At a certain organizational size, senior leadership stops being able to remain in touch with all the details of the projects that are in-flight. While they are capable and interested in a deep dive, they don’t have the bandwidth to do it for every project, so they look for quick indicators as to where to best spend their time. A long time ago, someone cleverly decided to use the stoplight approach, calling projects red, yellow or green. Calling a project red eventually became an invitation for an executive to dig into a project, causing the leadership of the project a lot of unwanted attention.

Because of this reality, few product owners or project managers want to declare that their project is red, even if it truly is on fire. I can tell you that as a manager of project managers, I would explicitly tell them that if the first time I found out that project was red was on some kind of dashboard or executive report they would be looking for a new job the following morning. While there is nothing wrong with highlighting that your project is in trouble, doing so by inviting executive scrutiny as a first step feels like poor project and stakeholder management.

This has caused many a project manager to look for any excuse to call their project green, or at worst, yellow (these are called grapefruits, and are a topic for a different article.) This way, the project can blissfully careen off a cliff, with no interference or extra work needed. The team is either hopeful that the project will right itself again before anyone finds out, or it won’t and no one will notice. So they encase their red project in a shell of green, and hold their breath. In other words, they turn their projects into watermelons.

TYPES OF WATERMELONS

There are lots of ways that a project manager can make a project look like it is going well, even if it isn’t. Some of these involve lying and deception, but those tend to be easy to catch (and the correction path is pretty well known.) What is harder to catch is when what the teams knows and what is being outwardly reported are close to each other, unless you look hard enough, or to extend the metaphor, cut open the project and look inside. And one of the more difficult ones to catch is when the project itself is humming along, but the final product won’t fulfill the actual need.

Changes in scope, changes in value. Changing the scope of a project happens all the time, and is completely natural. Schedules can change, features can be cut or added, and developers can be added or taken away. Projects can go through dozens of re-scoping exercises for each release, leaving the final product something barely recognizable from the original intent. In itself, this isn’t a problem. As we learn more about the customer and the problem, pivoting on what the project will deliver is often a good thing. New features and requirements that come during the middle and end phases of a product can sometimes add significant value. But it’s possible and easy to do the opposite.

As projects move along, the final delivery triangulates across the three levers that project teams have to play with: features, cost and time. Most organizations have little appetite for increasing the cost of a project, and they have some tolerance, but not a lot, for slipping a schedule. Many project managers that I know have an “on-time and on-budget” metric that they must hit as part of their performance review. What they are unlikely to have is a “must hit feature list” measurement.

As a project schedule seems less and less likely to represent reality, a good project manager will start calling out schedule risk, and perhaps even turning the project itself yellow. A very easy reaction to this is to cut functionality from the final product, reducing the amount of time it will take to develop, thereby getting it back on schedule. Hooray, the project is back to green. The first couple of times this happens, the team is likely to cut features that aren’t critical to the business case. Sometimes doing this even gets them back to truly green. Other times, the team starts cutting functionality that is actually vital to the product, or they put it in a nebulous “Phase Two” that is unlikely to get funded anyway.

This may mean that the team is reporting that they are on time and on budget, or near enough as to make no difference, but what they are delivering will fail in the market due to lack of features. Everything being measured on the project such as cost, burndown charts, effort, schedule, are all showing as being okay. But the value of the deliverable is suffering, causing the project to be green on the outside, and red on the inside.

IKIGAI

Mission
Profession

John Massengale on the influence of Big Real Estate: "New York City and Big Real Estate argue speciously for the supply-and-demand theory of affordable housing that says building apartments of any kind will somehow trickle down to more affordable apartments for all—as though a large supply of Mercedes S-Class limousines would lower the demand for a $16,000 Kia Rio."

Recently, the Nobel laureate economist Paul Krugman wrote in the New York Times about the causes of unaffordable housing in New York City. He blamed the crisis on a few things, including a powerful financial “monoculture” in the city, NIMBYs, and the city itself blocking new construction. That last element, however—that the city blocks new construction—is an increasingly popular myth that needs examination.

When we look at construction in New York, we see that the city is not an economic monoculture. Property taxes are the largest revenue source for the city, and both New York City and New York State work to increase property taxes by subsidizing new development with zoning changes, planning policies, new interpretations of zoning and building regulations, economic development plans for rebuilding, the use of eminent domain, tax abatements and credits, public-private capital projects, and sweetheart real estate deals for major political donors—and this is only a partial list.

It all adds up to billions of dollars in direct and indirect subsidies for billionaire developers like Stephen Ross, Steve Roth, and Gary Barnett. So much for the idea that New York “blocks” construction. Please note: the first three rules of real estate are traditionally “location, location, location.” The following discussion about affordable and unaffordable housing is specific to New York City in our time.

Big Real Estate

No group is more powerful in New York City and New York State than the richest developers, represented by the Real Estate Board of New York. Its members were among the biggest donors to Governor Andrew Cuomo; they gave Governor Kathy Hochul even more money, and in a shorter period of time. In the city, former Mayor Bill de Blasio suffered a series of scandals related to donations from developers.

Lobbyists for Big Real Estate write legislation in Albany. Big Real Estate is always well represented on the City Planning Commission and in state and city economic development offices. Much like lobbyists in Washington, D.C., individuals from Big Real Estate cycle in and out of public and private jobs, alternating work in state and city agencies with high-paying positions in real estate development. The result is a political culture in Albany and around New York’s City Hall that believes that what’s good for Big Real Estate is good for New York.

Sam Stein documents the history of the rise of Big Real Estate in his book Capital City, Gentrification and the Real Estate State. He points out that New York used to have financial capital, real estate capital, and industrial capital. But Big Real Estate conspired to drive industry out of town, because real estate developers and investors have different goals than industrial companies. Industry wants cheap land for factories and affordable housing for workers. Developers and real estate investors want ever-increasing land prices and housing profits.

Two trends contributed to real estate’s triumph over manufacturing in the 1970s: (1) companies moved to southern states in search of cheaper land and less expensive labor; (2) following white flight from the city, New York City went bankrupt. Big Real Estate convinced the metropolis to hitch its fortunes to increased property taxes in the years that followed.

Qualitative Analysis

Qualitative research is defined as

“The study of the nature of phenomena”, including

“Their quality, different manifestations, the context in which they appear or the perspectives from which they can be perceived”, but excluding

“Their range, frequency and place in an objectively determined chain of cause and effect”.

This formal definition can be complemented with a more pragmatic rule of thumb: qualitative research generally includes data in form of
Words rather than Numbers.

For data analysis, field-notes and audio-recordings are transcribed into protocols and transcripts, and coded using qualitative data management software.

Criteria such as checklists, reflexivity, sampling strategies, piloting, co-coding, member-checking
and stakeholder involvement can be used to enhance and assess the quality of the research conducted.

There are few software to assist and help analyzing the qualitative data. These are commonly include: Content Search, Data Visualization & Reporting, Storing & Coding, Data Linking and Data Mapping.

A 20-minute Neighborhood

This is a very simple idea, a neighborhood in which we can all get the goods and services we need within a twenty minute walk of our house.

The core of a 20-minute neighborhood is its walkability and priority given to pedestrians. 800 meters (about half a mile) is the distance of a 20-minute neighborhood or 20 minutes in time.

The idea originated in Portland, Oregon, and has been taken up by Melbourne in Australia.

Research undertaken by the Heart Foundation (Victoria) for the Victorian Government identified the following hallmarks of a 20-minute neighborhood

A 20-minute Neighborhood must:

  • Be safe, accessible and well connected for pedestrians and cyclists to optimise active transport
  • Offer high-quality public realm and open space
  • Provide services and destinations that support local living
  • Facilitate access to quality public transport that connects people to jobs and higher-order services
  • Deliver housing/population at densities that make local services and transport viable
  • Facilitate thriving local economies

The Strategies include:
  • Movement Network - Install safe school crossings
  • Housing Diversity - Review residential zoning
  • Destinations - Streetscape improvements
  • Public Open Space - Improve access to local parks
  • Community Infrastructure - Upgrade facilities
  • Sense of Place - Install public art with youth groups
  • Healthy Food - Investigate a community garden

Capital Project vs. Infrastructure

Courtesy: Alvarez & Marsal (A&M)

The term Capital Projects emphasizes on the monetary structure and investment cycle with a project; rather than technical or engineering contents or processing. Let's have a look, then to land on a conclusion..

The City of Portland - Oregon describes the Capital project as:
A Capital Project is a project that helps maintain or improve a City asset, often called infrastructure. To be included in the Capital Budget, a project must meet ONE of the following requirements (criteria):

  • It is a new construction, expansion, renovation, or replacement project for an existing facility or facilities. The project must have a total cost of at least $10,000 over the life of the project. Project costs can include the cost of land, engineering, architectural planning, and contract services needed to complete the project.
  • It is a purchase of major equipment (assets) costing $50,000 or more with a useful life of at least 10 years.
  • It is a major maintenance or rehabilitation project for existing facilities with a cost of $10,000 or more and an economic life of at least 10 years.

While the Commonwealth of Virginia, a capital project is currently defined as one that creates at least 5,000 gross square feet of building space, or exceeds $3 million in total project cost. Below these thresholds, a project may be treated as a non-capital project or an operating expense.

Investopedia states that Infrastructure means:
The term infrastructure refers to the basic physical systems of a business, region, or nation. These systems tend to be capital intensive and high-cost investments, and are vital to a country's economic development and prosperity. In economic terms, infrastructure often involves the production of public goods or production processes that support natural monopolies. Examples of infrastructure include transportation systems, communication networks, sewage, water, and electric systems. Projects related to infrastructure improvements may be funded publicly, privately, or through public-private partnerships.
